I totally agree with Jimbirch. This girl should have been punished on her naked buttocks. The strokes (if you can call them that) are so feeble that he may as well have used a feather duster, they need to be applied much more firmly to in any way be effective.

Wothless ! A birching must be given on the bare skin unless it is ineffective ! The slightest layer of fabric keeps it from hurting.
